“To enhance their efficiency towards good governance,” Baguio City Barangay Officials underwent a trainingseminar on parliamentary procedures, resolution and ordinance-writing, and barangay legal system at the Saint Louis University Gonzaga campus last March 2.

Speakers Jose Alangwawi, Department Head of Social Sciences, Atty. Leandro Lawana, Political Science faculty, and Atty. Bernard Padang, former Union of Faculty and Employees of SLU president taught the officials from five different barangays to aid them in their respective offices’ technical functions. Selected officials came from Middle Quezon Hill, Upper General Luna, Holy Ghost Proper, and New Lucban. “The seminar would indirectly benefit the Louisians since many of the students live within the areas governed by the barangay officials who attended,” said Junerose Halili, National Service Training Program (Governance and Leadership apostolate) team leader. Samuel Bartolome, Supervising Instructor of the NSTP group who conducted the said activity, stressed that the seminar is only the first of many more succeeding trainings for the barangay officials. “We aim to educate (Baguio city) officials from five barangays at a time.”

The Deparment of Interior and Local Government and the Local Government authorized the conduct of the seminar, reasoning that it was essential to solve the “lack of efficiency in governance” in Baguio city.
